ACLJ Obtains Cheverly, Maryland, Noncitizen Voter Registry; Investigation Shows 25% of Names Appear To Have Voted in Federal Elections

The ACLJ just obtained FOIA records from Cheverly, Maryland, showing that 25% of their Noncitizen Voter Registry appears to have voted in at least one federal election. Let that sink in: one out of four noncitizens on Cheverly's noncitizen voter roll are showing up as having voted in at least one federal election.

This is either evidence of massive voter fraud where noncitizens are voting in yet another state or gross incompetence on the part of voter registry officials.

In November 2020, Cheverly amended its charter to let noncitizens vote in town elections. The town established a local supplemental voter registry for that purpose: “CHARTER AMENDMENT RESOLUTION NO. R-04-20 - AMENDING ARTICLE V OF THE TOWN CHARTER TO PROVIDE FOR NON-CITIZEN VOTING AND ESTABLISHING A SUPPLEMENTARY VOTER REGISTRY.”

Its own forms and guidance describe the list as limited to Cheverly municipal contests. Noncitizens are told the registration does not authorize them to vote in other elections, and the town even offers letters explaining the local-only nature of the signup for use in immigration proceedings. The design assumes a clean separation: one list for town races that do not require citizenship, another list – the Maryland statewide file – that does.

The American Accountability Foundation requested the records of that local registry on October 17, 2025, under the Maryland Public Information Act. Cheverly acknowledged the request. Then it produced nothing. Eight months passed. Follow-up inquiries went unanswered. No documents arrived. Then the American Accountability Foundation asked the ACLJ to get involved, and we filed a lawsuit.

Last week, the town turned over the Noncitizen Voter Registry, containing the names and addresses of 98 individuals.

The ACLJ then conducted an extensive review of the names and addresses on the Noncitizen Voter Registry, cross-checking them against publicly available voter data. The results of our investigation show that at least 25% of the names (including matching addresses) voted in what are listed as federal and statewide elections between 2020 and 2024 (no local elections were held on the same day as federal elections those years) – elections that individuals on the Noncitizen Voter Registry are not legally allowed to vote in.

The astonishing number of individuals on the Noncitizen Voter Registry showing up in public federal voter records is direct evidence of voter fraud, gross incompetence on behalf of the election officials maintaining the voter lists, or both. Either way, there is a major voter irregularity happening right before our eyes in Maryland.

Every time a noncitizen or other ineligible voter casts a ballot, it effectively cancels out the vote of a lawful voter. The lawlessness cannot go unchecked.

Cheverly is not unique. A growing number of American cities and towns have adopted similar schemes, creating local registration paths for noncitizens to vote in town or city elections. This is a system intended to invite fraud and abuse. Cheverly is just the beginning of our efforts to expose what is really going on. But we’re doing more than investigating; we’re taking legal action.

The ACLJ is referring this matter to the Department of Justice and to the United States Attorney for the District of Maryland. We are providing the Noncitizen Voter Registry and the results of our investigation to federal law enforcement and publicly calling for a full investigation. And we are sending the same package to the House and Senate committees with jurisdiction over elections and oversight.

The ACLJ continues to pursue the complete production from the town – registration dates, identification types presented, local voting history, and the administrative records that show how the registry has been maintained since 2020. This list, obtained after months of litigation, is not the end of the request. The ACLJ is also pursuing additional legal avenues to ensure the integrity of this and future elections – in Cheverly and all across America.

We’ve seen an epidemic of noncitizen voting from New Jersey to California – and now potentially Maryland – and we fear this is just the tip of the iceberg.
